Charms are simple magical "tricks." They're not really spells; just channeling one's Essence through body and/or mind to enhance abilities that the character has to perform a supernatural feat. Thus, a character that has the ability to perform martial arts can learn Charms to enhance that, but if he doesn't have the ability to read or write, he can't learn Charms to enhance that.
As a side note, I hope no one interprets long rambling about abilities as me going "ooh my character, he so powerful" -- he's not, I just love to ramble about Exalted characters. He will derp around, make a lot of RPG noob-esque mistakes and generally be helpful at best in a fight. (Also, I figure laying all this out gives people opportunities to go "hey, with the powercap maybe this should work like _____ instead" and so on :|a)
Exalted's Creation is a world where your protagonists are epic heroes or villains that are shounen retards in their chosen specialty -- whether your character is a swordfighter, thief, sorcerer, investigator, diplomat, sailor or bureaucratic accountant. There is genuinely a set of Charms for Exalts who are so into writing they want to have such supernaturally good handwriting that the reader falls in love with the writer, or Charms to reduce the time it takes an epic bureaucratic endeavor to be completed by years. They doesn't see much
use, but they're out there.
Which leads me to an important note. Exalted has an entire combat system ... for socialization.
And it doesn't have much of a place here.
